I agree with Nammzi, you said the manager ask for a stamped envlope, so unless you have England stamps send an IRC

Even though he hasn't mentioned an IRC, I would still send one. It increase the chances of you recieing a reply and also shows good manners :) Good luck!

I'm sending to England from the US. I emailed the celeb's manager and got a reply: "There is no specific address for autograph requests so I would suggest that you send a stamped addressed envelope to me and I will send this to him." Should I include an IRC with the SAE or just send the SAE?
