I've gotten quite a few foreign leaders via email. I think I've gotten one from every foreign leader I sent to. It's too many to count/name.

What has been your success rate for requesting an autograph from a foreign leader via email?

As of now I have only emailed those of Germany, France and Spain. - I have been to the first two but not the latter.

I'm guessing you mean President. :)

And I always email the government officials of foreign countries. I have never sent a postal letter to foreign official.

To former US presidents I send a letter, a picture, and nothing else.

Great question!
I emailed Dick Cheney, the VP and the envelope had no stamps. It just said Dick Cheney, Vice Principal. It must go through something special so tehey don't need to pay, I am unsure. But to answer your question, I don't think you need an IRC because if you wanted you could just email them. Good luck!

I am curious on what those from those in the US that have sent letters to foreign current and former leaders if you have enclosed an IRC? I am thinking that they wouldnt use it as many countries they get to use the postal system for free.

any comments on those that have received autographs back?
and did you email or postal letter?
