I think 30 grams is correct.
Two days ago I went to the post office to send autograph requests. Each of them were in a 9x12 envelope, with another 9x12 envelope folded inside, a letter, and a photo (4x6 I think), and all of them were 30 grams.

Using US dollars is fine; I've tried that a couple times and it worked out great. Just remember: supposedly, it's illegal to send cash through the mail, so make sure you conceal the money. Wrap it up in construction paper or something; just be sure that you can't see the money through the envelope....
