You can write to any person you wish (if you live in the USA). I write in English when I write to another country. Government officials have translators. As long as you are writing a pleasant letter you won't get in trouble.

Congrats on your success. Over a year ago he was working as a regular on a TV show in England. British network did not forward any mail to actors. They offered to send it back to me. I sent again here in US when the show was over and I received my autograph quickly too.

I often wonder why they take the time to send you 'another' photo but don't enclosed the photo you originally mailed to them, especially if neither are signed. I think it might be time for them to look into preprints rather than blank photos. I'd much rather receive a preprint than a secretarial sig...

I saw someone selling the exact same autographed photo of American Pickers for $79.00 the same day I received it for free from American Pickers. I was so happy that mine was personalized.
Don't be greedy either, $79 dollars? Maybe $20.00. BTW, the photo didn't sell.
