It looks legit to me. Buying from an AFTAL/UACC dealer usually means the autograph you get is likely to be authentic, but never take that at face value and if you're ever unsure, you could always get it authenticated for a small fee.

In a word, that to me in my opinion is NOT authentic. You don't get Radcliffe signatures for as cheap as THAT as his signature seems to be going up in price all the time and is not the easiest signature to obtain nowadays, unlike Emma Watson and Rupert Grint.
