I usually hand write mine, even though before I send it off I usually have to re-write, and re-write, and re-write...  
 
I suppose you could do either as long as you say what you feel about the celebrity, and not make it seem like you just want their autograph and nothing else.

I sent a few dollars to a few people - including Ashley Tisdale via venue - when I had no foreign stamps or IRCs and I still wanted to pay for postage. 
I never got any successes when I sent money for postage, so I stopped doing it.

You don't have to - but it would improve your chances in getting a reply. 
It also depends on the celebrity. Some celebrities won't sign authentically if you don't include a photo.

Probably Gordon Ramsay. After getting an autopen via e-mail a few years ago - and hearing he sent authentics if you wrote through the mail - I decided to try through the mail and send my own photo and to sit down and write a really good letter. I was very happy when I got a reply.
