I've had those yellow stickers before on post sent within the UK, where the sender has not included enough postage, so this is definitely what is being indicated by Royal Mail.

You didn't put enough postage on - it says clearly on the yellow sticker under the Royal Mail red sticker. If not enough postage was added the person it is sent for has to go and collect it and pay extra. She didn't call for it so it was RTS. Looks like her agent forwarded to her home address, hence...
