International Mail Correspondence

I found Michelle Dockery's address and contact prodedures from your data base. You explained that in order to send and receive an autogrphed picture, we must include International Reply Coupons (IRC) to cover the cost of return postage. I am told that IRc's are obsolete. Do you know what the present procedure is? The U.S, Postal Service has no idea. Thank you, William Runge
