It's not the cleanest autograph but it looks OK. Ask the seller for the authentication number and run it on the PSA/DNA website to confirm.

If the item does not have an individual authentication then the seller would have an itemized list containing the item among all the items in the lot. Ask him for a copy of the list and that will serve as your "COA". From the picture you can tell that the card has a specific reference number which would make sense and most people wouldn't be smart enough to fake for twenty bucks.
My best guess is that the card was signed while he was moving, either in a car or even walking down the street. He probably won't have the background information on how it was obtained but it doesn't hurt to ask.
On the other hand if he does not have any paperwork or refuses to share it with you then it is your call. Personally I wouldn't buy from someone who isn't willing to be helpful and forthcoming with information - but then again if you really like Ted Nugent then go for it.

Thanks for the help. I've asked him a few questions, and he said he never got a cover letter, but always says that he has sold a ton of autographs before, and none have come back. Well if he doesn't have any PSA/DNA paperwork then he is posting false information by saying that it is PSA/DNA authentic (which is eBay grounds for removal).
The last thing you can ask him is for a receipt from the dealer he bought it from. If the dealer is reputable then I wouldn't have a problem buying it. If he doesn't have that then I wouldn't do business with an idiot.
