Unknown male actor!

Any help would be appreciated. This was signed about 12-15 years ago. My sister got this for me and said it was an actor. Thanks!

My sister said it's supposedly from some martial arts movie. This would be about 15 years ago. Thanks for your input musicfan.

Gasp, never heard of him, not all that tall, blond, was really cute - ok I've seen too many movies of all genres, and I may be a bit older than you - but he was big around the time of Steven Segal, JCVD, Don "The Dragon" Wilson etc.......
