I would say fake. Starting bid way too cheap and I have never seen Bieber sign a full signature like that. He signs his initials. The example that the last reader posted also looks "funny", even though it was PSA graded.
Also I think it's funny when someone posts a photo that shows no proof of Bieber signing. It just shows him walking.

It's actually fairly common practice to have a low starting bid. It saves on the initial listing fees. Items of value usually reach a fair price on ebay, regardless of the starting price.

He usually signs only his initials, however, I have seen four full-name signatures from him in the past, three of which were PSA/DNA authenticated, therefore, he does occasionally sign his full-name
