The low quality mount puts me off, looks cheap and poorly done, pro sellers wouldnt have that low standard.
The signature looks very clear and bold, which suggests it was signed wilst sat down at a table, so I'm gonna say probably a fake. Go to a UACC dealer if you are serious about the hobby.

The rubbish that I have seen UACC dealers and even a few UACC RD’s offer is unbelievable – I have little confidence in the UACC and they certainly don’t guarantee the autographs sold by their members even if they are UACC RD’s.

I agree, UACC means nothing anymore.
