I would say Franco Harris. Check some certified examples but it looks like him to me.

Pretty sure it's Franco Harris. He is the guy that made the Immaculate Reception with the Steelers.

Looks very much like Franco Harris. Looked at websites that sell autograph and even eBay. I got lucky finding it in the wild
