It comes from fishing. On a line, you have a hook to catch a fish, and a "sinker" to keep the line from floating too high. If a PERSON "swallows" something (that is, believes it) in a big way, then we say that they "took the bait," or "bought it," "hook, line, and sinker." It means he was probably REALLY gullible, or too trusting, and believes what's not true and was thoroughly fooled or tricked into believing what he believes. That sums you up too a tee.
