Filming has already started a while ago... They have been moving between locations in Chicago and London. As far as I know they began in London then in April moved to Chicago and are currently back in London filming.

HERE you can find an article stating that they are for sure back in the UK filming! {up}

The Dark Knight Is Back In Chicago

I haven't sent anything yet; thought I'd be too late to catch them in the UK and luckily I didn't - they're back in Chicago now for 3 months!
Batman is back in Chicago

June 8, 2007 - Mayor Daley gave an official welcome to the cast and crew at city hall. The 'Dark Knight' will be all over town for the next three months.

Director Chris Nolan, a Chicago native, shot a preliminary action sequence in the city in April and is now back with stars Christian Bale, Morgan Freeman, Heath Ledger and Maggie Gyllenhaal to shoot the bulk of the film.

I thought Chicago was gonna be it; that it'd head into post-production, or whatever it's called, but it seems you're right. An extra working on the movie in Chicago sent over a few tidbits on what's being filmed so far and said:
I was talking with someone from the casting office who told me TDK will be in Chicago ‘til Sept 2 and then film in London and Hong Kong until Nov.
