Its status on IMDB says "announced" (dunno what does that mean !

This means that they will forward the mail to the agency of the actors and not to the actors on the set. They it is not usefull writing to this set.

From the way they've worded it, it sounds like they are telling you to send it directly to the actor's agents yourself.
It sounds like they do not accept fan mail at all.

You are
correct. When a venue tells you this it generally means they will not pass on fanmail at all. It's like a "Don't bother sending anything to us" hint.
