What's the process of venue signing?

Do the people who work there pass it on to the managers or the band itself? I just don't get it! Heheh :lol:

I know that when I asked a venue one time they said they pass it on to the tour manager. And then if the artist/actor/etc wants to get them, the manager gives them.
