I would assume they mean London, England, but I could of course be wrong!

James96, there are many opportunites for signing in London, if this is what you mean. The West End is a good place for actors in theatre, and sometimes there are events like Collectormania going on, or LFCC which is happening this summer. These events are of course for paid-for autographs.
