The photo is it i home inkjet print?.
If it is a home print non professional glossy photo you are pretty much out of luck getting the damage off. If it is a professional glossy print then i would try goo gone.

Thanks for the tip. Yeah, I printed it at home with a photo printer. It's printed on HP Premium Plus High Gloss Photo Paper.
