Yes, this "company" and eBay seller is not legitimate.

I purchased about 20 autographs from them and had them all rejected by PSA.

The "Czar" was not very friendly about refunding my money, and I had to explain the COA said I could return it if it was ever deemed not authentic. Eventually, he gave in, but not after much fighting from both sides; that COA is practically worthless, and I would question the authenticity of the piece.
