Looks like pre-print to me. If you hold it up to the light and look across the page, can you see any difference between the text ink and the signature ink?

Everything from a US president, whether in office or not, is either going to be pre-print or Autopen. You'll never get an actual autograph TTM from a US president, whether in office or not.
