I posted a letter on September 16th to the address:

157 E 61st Street
New York
NY 10065 - 8112
USA

I got the letter back last week, the reason cited is "insufficient address".

I would like to kindly ask you a question - can the format of the address I used (putting the name of the city and ZIP code on 2 different lines) cause the RTS?

Roger Waters really does give autographs - if you write him a letter at ..... This is his personal address in the USA ... Hint: he lives in New York ...... Try it and maybe you'll get lucky...

I sent it to that address, it came back as RTS a few months later
