1 week later i got a response from a representative saying he has too many requests and he cant sign for anyone.

I got that too! But still I see many people getting responses from him this week! I emailed them again, to see if anything might change.

Last year, I sent him a baseball card to sign through the cubs address, and got it back signed with no problems. Try the cubs address

Yea, don't go through his website, send him something via the Cubs. It might take a while, but he's a good signer TTM. I think mine took about 2 months. Here is the card I got last season:
