how big is the photo he sent you?
did he send your photos back?
he didn't sign your photos because he charges per item - £15 or $25

Not true. He signed all 4 photos for me.

News to me he charges. He never used to.

I sent out to him early June time and received it back in a month or less, no charge for me other than the cost of the SASE, letter and photo.
