I presume it does mean an envelope, but the IRC issue is moot now anyway as they're not in use in either the UK or the USA. Your only option is purchasing stamps or including dollars as you're planning

No worries (see people, I CAN be helpful). I have and it's worked several times. Some don't respond to it (like Christian Bale who requires an SASE) but most will. Some will even return them.
