Luke Evans - Failure

I sent a LOR, a SASE and two pictures on feb. 24
Today I received a photo I did not send in an envelope that is not mine. And I am pretty sure the picture is a preprint.

I'm a bit confused, because it seems like everyone who sends him a photo has it signed.
And someone had cut my address out of the envelope I had sent my photos and letter with and taped it to the envelope I received today.
So he still has my photos and SASE. Could this maybe mean that he is filming now, and that he will send my photos later?
If not, can someone explain this to me?
