I'd send again, but only if it's been a few months. She seems to respond fairly quickly, so if she hasn't, it may have gotten lost.

Perhaps, but I guess it's because I only sent an SAE and a LOR. Nothing else. And because I live in China, there could be a possibility that it is lost.

Oh yeah, definitely send postage or money for postage at the very least. I live in the US and I use the UK and Canada's postal service websites to order stamps for the return envelopes when I send there. I'd see if the USPS website offers the same thing
