I sent a letter of request along with a picture to George W Bush on February 9th, 2016. I got a letter back on February 22nd, 2016 saying that he is to busy to sign my picture, but his office sent me a personalized picture of him. The photo appears to be a pre-signed. The signature looks like he actually sign it at some point. what do you guys think? Thanks

I know the personalization is just printed on but to me the signature looms like he signed it at some point before I wrote to him. Unless it's an autopen? The ink marks and presses on the paper seem like someone/something touched it rather than just being printed out.
