It´s a coupon that works for the guy/girl that got the card and wants to reply without spending their own money. (It´s like you send a card with postal shipping already paid for the receiver) sorry for my bad english x_x

It's a coupon that can be included with your return envelope when your sending a request outside your own country. Rather than try to hunt down international postage or take the risk of sending cash, you send one of these coupons and the person at the other end exchanges it for an equivalent amount of postage at their end. They're good in most countries that I know of other than China.
