A lot of these people aren't trolling, they're just idiots.

As for your question, it's because admin possess neither the ability to know what's spam nor the inclination to care. Go through the IP forum & the long (50+ page) threads in Collecting Help & Discussions & you'll find spam posts that have had reports open for over 2+ years now. He just doesn't care.

Heck, if you go into Forum Ideas, you'll find where he actually replied to one of the spam posts (it was one of the bots that copied the text of another post in the forum & posted it with the URL in the signature line).
