Hey there
1. Yes the celebrity you write to can be sent a personal letter from yourself.
2. SASE stands for: Self Addressed Stamped Envelope
3. IRC stands for International Reply Coupon, you can buy these at your local post office and then put them in your letter to your celebrity along with the actual letter and return envelope. IRC's are an alternative for an SASE if you live in a different country to where you are writing. The IRC is exchanged for stamps in there country so you can recieve a reply.
4. It all depends on who you are writing. No matter what country you live in, this has no affect on whether you recieve a reply as long as you supply an/some IRC(s)
Good luck
Peace
