How do I have a signature because I dont have one

I think this has to be the most asked question on here. Unfortunately the Signature part has been down for a while and were not sure when it's going to be back up.

Admin has been saying it should be up and running soon. Then again, he has said this numerous times. I myself don't think it will be up and running any time soon...
