I heard that you can make an eBay account without credit card/paypal if you use an email address that isn't one that you can make up anywhere (e.g. Hotmail, Yahoo etc). If you have a work/school email address etc then I think you can sign up for one without credit card/paypal. I think it has something to do with the address being directly traceable back to you in one way or another.

I'm not a member of eBay however ....
