I think that they should make a specific area to post Failure letters saying they are too buys to sign and RTS'

I don't see what is wrong with the current feedback section.
After all failure letters and RTS are still feedback.

I personally think it should still be posted in the feedback section. Like corekid said, it is still feedback so it lets everyone else know what's happening with different addresses.
