graphic shop rules

hey, here are some great guidelines for graphic shops, there are just too many!! its kinda of dumb (i no i made a shop but it was soo dumb, my work was bad)
so here are some good rules to decrease the bad, useless shops
--must be a registured user for 1 month
--maybe a sticky that you must post in with some of your signatures/avatars, than the mod of the topic sets up a vote and it is up for a week, after a week if they have majority of the YES votes, they can make one.
--cannot have any negativity related to them (known fruader, fake successes, etc.)
--must be active
--must reply to to the requests, after a week of no reeplies to requested sigs/avatars, the shop closes down/shuts down and gets locked.
More ideas, jsut think off the top of my head.

I disagree, because nobody visits! When they do they click what's at the top.
