Moderation Request Ideas

Hey Guys, here's my thoughts on the whole moderation request scenario that's going on these days...
Don't think that i am trying to lay down the law, i just want to suggest what i think could help
1. anyone making moderation requests should PM each moderator of the forum once and once only.
2. only once approval has been given by each member should the person go to Admin to ask their permission
3. if a moderator declines the request, that decision must be respected and the member should not bombard moderators with requests.
4. requests should be discussed in the moderators forum so that no scamming can go on regarding 'mod A gave his permission'
5. moderation should be decided on a basis of quality of posts NOT quantity ie 5000 'well done's' is not better than 5 quality posts of advice.
im sure there's more - feel free to add, im just a bit unwell at the moment and not quite with it.
