Help with Moderator CP

I want to download the moderator cp on my computer, (I got a new one) but when I click on the link it says "Page Not Found". Is there a new link???

This is probably a stupid question, but what is the Moderator Control Panel? Did I miss something?

The Moderator Control panel is used to update addresses in the database and give entries for the $10 Allposters.com gift certificate.
Admin has given a number of moderators on the forum access to the Moderator CP in order to give entries in Feedback etc.
