Since I'm a moderator for SFM, do I have the ability to enter people into the $10 Gift Certificate?

No I don't think so, I think you need to be a control panel moderator to enter people to the drawing there too

(I'm not totally sure though)

Volante is right. It would say "Moderator CP" under your username if you had the ability to enter people into the draw.

Maybe email admin if you want to be able to?
