He has personally but causing me some problems and I just wanted to address them.
Originally he plainly PM'd me 4 times, each PM asking if I had wrote to a different celebrity. I kindly replied telling him I had not or I had wrote to them and to please PM me with all the names in one PM next time.
Then he PM'd me today with this message:
Do you have IRC or US/UK stamps?
I replied with this message:
I use US stamps as I live in the USA
Then he replied with a question I thought I'd never hear:
Well..do you want to send me some...I really need some..I've only old US stamps who doesn't work...I don't know what to do..that would be very kind of you
Maybe I'm overreacting but I found it quite rude.

I don't think you are rude at all.
And actually, he also PMed me (twice) and asked if I had sent a letter to a celebrity or not...

We feel the same!!
He sent us 8 PM asking the same or where he can write to Linds and Elijah, if they will request him...
It´s horrible!!

I got the same pm and it was kind of weird. I just replied saying that i couldn't send him stamps or IRC's.

Yes, and after trying to be nice for a while, he just kept going. I told him to look at my website, thats who I've sent to. He continely asked who I've sent to

I would just try to ignore him. After i sent that last message he hasn't been bothering me.

Got PMs aswell
And I suspected something as she wrote english when she/he probably knows I'm from Sweden too. So, I suspected she just copy pasted it to all mods.
"Have you ever sent a letter?"
I ignored that one, found it too dumb. Then she sent again, and a third one if I could send her stamps

Although his PMs do seem to be extremely excessive, the specific PM you posted doesn't actually seem rude in what is it asking or in the way it was asked . . .
But I can see why it would be annoying if he keeps PMing you over and over.
