Hey, International Reply Coupons have been discontinued by the USPS. When I requested an alternative method, I was told that no program has been put in place to cover this service. I also have 4 family members that work for the USPS so I had them check to be on the safe side and this is true. The few that I had left from when they were available have now expired and can no longer be used. My best advice and what I have been doing, is to either purchase postage from the country you want to send to via eBay (or if you happen to know someone in the country) or send enough money to cover return postage.
