I sent to Kevin at his bands concert in NY two weeks back. Today I get home from work and see the envelope back Refused written twice on it and return to sender. The envelope was ripped in middle, not sure if someone peeked inside to see
contents or what.

Sounds like it was the venue.
Did you ask first before sending.
I got kevin via venue 2 weeks ago in FL.
I asked first.
