I used to work at a post office here in the USA and I can tell you that the US postal service has stopped selling AND redeeming IRC's. So if you send one to a celebrity here in the US, they can't use it. It is much easier to send a few dollars in cash or to buy US stamps online (ebay or from another member here on the site) and provide a SASE.
