Sending a photo will give you a better chance of a response, but many will send their own.
If you look through the collecting help forum you will some guides at the top of the page.

You're welcome. I would recommend checking on here (use the search box at the top) to find out if they have responded in the past, or do sign. That will save money if you're not ever going to get a reply.

NO you don't have to pay for a photo. All you need to pay for is the postage to send the envelope to the address and if you want a quicker reply, also pay for the envelope to have it sent back to you. Once the whole process is done there will be three items in the envelope:

A LETTER TO THE CELEB WRITTEN BY YOU
THE MAIN ENVELOPE THAT U PUT IN THE MAIL BOX
LASTLY: ONE MORE ENVELOPE THAT YOU HAVE MAILED BACK TO YOU.
