Since everyone is being immature and NOT answering your question, here is the answer to your question. NO you don't have to pay for a photo. All you need to pay for is the postage to send the envelope to the address and if you want a quicker reply, also pay for the envelope to have it sent back to you. Once the whole process is done there will be three items in the envelope:

A LETTER TO THE CELEB WRITTEM BY YOU
THE MAIN ENVELOPE THAT U PUT IN THE MAIL BOX
LASTLY: ONE MORE ENVELOPE THAT YOU HAVE MAILED BACK TO YOU.

Im not totally understanding your question, but ill try to answer it.
Most celebrities don charge for the autograph they just ask for you to pay for the postage.

First you send an envelope. Inside the envelope should be the picture you want signed, a LOR (letter of request) and a SASE (self addressed stamped envelope) which is just an envelope with your address on it and with enough stamps to cover postage.
