An IRC question!

This wasn't mentioned in the IRC thread so it would be useless to direct me there xD

My question is: Do you need to purchase IRCs as you're about to send the item from the post office or can you purchase a bunch and take them home to send later?

If your post office sells them, you should be able to purchase more than one.
