LOR is letter of request. I don't send to race car drivers so I can't help you with that. You can write or type it. I always type mine and it works great for me.
I always type mine too because my handwriting is awful.
but when I have a success I handwrite a thank you note.

I prefer to hand write my letters of request. I think it makes it more personal, and may even increase the chance of a success.
When mailing abroad I typically send US currency along with a SAE (self addressed envelope) with a note stating what the currency is for.
You should be able to utilize the search function on this site for many of the drivers you're looking for.

Stamped envelope not always working, I recommend you to send IRC (International Reply Coupon) or euros/US dollars, those always worked for me.

I send hand written letters. It seems that they are more successful than a typed form letter. I always put in a SASE. I would send multiples, 2 or 3 photos or whatever. Ask them a question on an index card that they can answer.. Use an unlined 4x6 card.
I would put in up to a five dollar bill with it and let them know that this is for postage. But most of the time I put three stamps on an envelope for overseas and it comes back to me. If teh post office gets crazy they can always put on it postage due.
Have fun.... just if your going to put money in it it's someone that you really want and you can afford to lose the money. They might have someone else opening their mail.
I would try using the three stamp thing and see if you have success.
I mix it up with handwritten and typed letters. All of my letters are very unique (I learn a ton of background info on whomever I send a request to) so my success rate is fairly high. I often get handwritten responses back commending me on my letters.
Race car drivers can be tricky. Older NASCAR drivers are good about signing just about anything if you include return postage (Richard Petty is an excellent signer) but current NASCAR drivers are picky about what they'll sign (usually only official NASCAR items). Most have web pages with instructions on acquiring an autograph and will send you an autographed "Hero Card" if you send an envelope with return postage.
