When you Send out a Letter and its a RTS...
How long does that take to get back...Because Im not
positive if the Address I sent it to was correct.

It varies. It can be less than a week and it can be several months.

Yeah, on average, I'm pretty sure it takes 3 weeks.

I would say on average it takes 1-2 weeks depending on how far away the place is. I did have one RTS that took almost a year to get back to me though. That was weird :?
