I want to know before I send if these people sign TTM:

Ashley Tisdale
Emily Osment

Also, does the Hannah Montana via venue address work? I've seen someone get an RTS from it so I'm not sure if I should send there.

few people got lucky but they RARELY sin TTM.

If you check the feedback for Ashley Tisdale, then you'll see that some people do recieve succeses and some of them seem to be authentic :) As for Emily Osment, there is only 1 success so I'm not sure. But I would give it a go :)
