I am from Germany and wanted to ask if I can add 2 or 3 Dollars instead of two IRCs when I´m writing to a celeb in the US?

I am from Germany too. I had some successes with 2 Dollar notes instead of an IRC. But you must be clear that if the celebrity doesn`t reply your money is lost.
The agencies mostly like more the IRC but it is your choice and try.
An IRC in Germany is about 1,80 Euro - so...very expensive.
A change of money into dollar notes is much cheaper, the rate is about 0,80 Euro per Dollar note.

I agree, sending money via the mail is a little risky! But if your willing to take the chance then go right ahead, Make sure you send to celebrities that will take money for stamps because i've seen some return the money back to you. Good luck!

I too agree with the whole sending money through the mail is risky! I would suggest to only do so if you must!
