UK Stamps!

For anyone that lives in the UK or knows their stamps, you would be a great help to me. I found these stamps on ebay

and I was interested in buying them when I send VV in the UK. Since they were issued in 1989, could I still use them since they say first class? And how many would I have to put on a sase that has a photo and cardboard?
